If you have a top pattern it's easy to go from there. Maybe you can crochet the top like the fringed tops and add a half circle skirt?

I actually thought of making it longer first, but I thought the dipped hem would be more visible in a shorter version. The medaillion is some sort of scrap booking embellishment, it has tiny holes I used to sew on the orange beads. Which is what holds in in place.
